Howard University Offers Voluntary Buyouts To Roughly 600 Employees Amid Rising Costs & Financial Pressures

Howard University is offering voluntary retirement packages to roughly 600 faculty and staff members as the historic HBCU navigates mounting financial pressures.

According to the Washington Business Journal, the program is aimed at easing financial strain tied to rising operating costs, declining enrollment and uncertainty surrounding federal funding. The eligible employees represent about 16% of Howard’s workforce. The university says the initiative is voluntary and part of its long-term workforce and financial planning.

Eligible employees include certain full-time faculty and benefits-eligible staff with significant years of service. Those who choose to participate will receive additional financial support and benefits as they retire. Howard says similar voluntary retirement programs have been offered in the past, including in 2009-2010 and between 2013 and 2017.

The move comes shortly after Howard faced scrutiny for disenrolling roughly 500 students who had not finalized payment arrangements ahead of the academic year. More than 200 students were later reinstated. Howard has maintained that the retirement incentive program is a separate workforce-planning effort.

Howard has not revealed how many of the roughly 600 eligible employees it expects to accept the offer. The university says the program will help support its long-term financial sustainability while allowing resources to be redirected toward emerging academic and research priorities.
