SNAP Benefits To Exclude Soda, Candy & Junk Food In 12 States Starting In 2026
Twelve states will soon ban the use of SNAP benefits for junk food purchases like soda, candy, and sugary snacks after receiving approval from the U.S. Department of Agriculture.
The new rules, effective in 2026, are part of the Trump Administration’s “Make America Healthy Again” initiative. According to Agriculture Secretary Brooke Rollins and Health and Human Services Secretary Robert F. Kennedy Jr., the goal is to combat obesity and chronic illness in low-income areas by limiting access to unhealthy foods through government programs.
Nebraska was the first state granted a waiver. Now, 11 more—Arkansas, Idaho, Indiana, Iowa, Utah, Florida, West Virginia, Colorado, Louisiana, Oklahoma, and Texas—are preparing to implement similar restrictions. Some will begin as early as January 1, 2026, while others plan mid-year rollouts.
Under the policy, SNAP recipients in these states will be blocked from using EBT cards to buy soda, chips, candy, and desserts. Officials say the change is intended to bring SNAP purchases in line with federal dietary guidelines and to promote healthier eating among benefit recipients.
