President Joe Biden will commute the sentences of nearly 1,500 offenders and pardon 39 others, marking the largest single-day act of clemency in U.S. history.

In a statement, Biden emphasized the importance of second chances, saying, “America was built on the promise of possibility and second chances… As president, I have the great privilege of extending mercy to people who have demonstrated remorse and rehabilitation.”

The commutations primarily affect “non-violent” offenders, all of whom have been on home confinement for at least one year under the COVID-19-era CARES Act.
